From 1 October, planning permission is needed for paving front gardens. Commenting on this change in law, Darren Johnson AM, Chair of the London Assembly Environment Committee, said: "The new planning laws respond to calls in our Crazy Paving1 report for legislation to control the number of concrete-covered gardens in London. Paving over front gardens contributes to the capital's flooding problems, has a detrimental impact on the environment and blights the landscape. "In bringing these proposals forward, the Government acknowledged the significance of our report and pointed to our findings that green space equivalent to the size of 22 Hyde Parks had been lost as a result of people paving over their front gardens."
