Sir David has agreed to work with the council, to develop this new role, initially until next April. Non-executive directors are standard practice in the private sector and increasingly common in other parts of the public sector such as health, but the appointment is thought to be a national first in local government. Sir David will work with the council's officer management team to offer a fresh perspective on plans and performance as well as providing an external challenge to the way the council is run. Peter Bungard, Gloucestershire County Council's Chief Executive said: "We are already a top performing four star council. "Our challenge now is to continue to improve with even more pressure on services and budgets. "I am keen to look at better ways of doing our job. "Sir David's experience of transforming GCHQ and his knowledge of Gloucestershire make him an ideal choice of non-executive director." Sir David Pepper added: "I have lived in Gloucestershire for more than 35 years. It's a wonderful county and I want to see it prosper into the future. "I am excited by this appointment and looking forward to working with Pete and his team. "I hope I can use some of the lessons I learned at GCHQ to help them and the county deal with the challenges we face."
