Police and Trading Standards are issuing a warning to householders after complaints about a sales company operating across the south of England.
Detectives investigating the allegations have arrested three men on suspicion of fraud by false representation:
The first two men were bailed until August 26, the third until September 2, pending further police enquiries.
The investigation concerns LBS, a Portsmouth-based firm of door-to-door sales representatives.
DC Daisy Sharma from Fratton said: "We've been made aware of more than 130 members of the public who were approached on the doorstep by LBS workers claiming to represent Utility Warehouse, a legitimate utilities provider.
"It's alleged that, after signing a genuine Utility Warehouse form, the householders were then unwittingly asked to sign an additional standing order to authorise two payments from their account direct to LBS.
"I'd like to make it clear that Utility Warehouse was unaware of this and that the company is not under police investigation.
"The majority of the alleged victims are elderly and considered vulnerable. Many are from the south-Hampshire area, Fareham, Havant, Portchester, Hedge End, Eastleigh, Southampton and Ringwood.
"We've also received reports about LBS operating in Littlehampton and Bognor, as well as Guildford and Bournemouth."
Police are appealing for anyone else who may have been approached on the doorstep by LBS to contact them.
Advice on doorstep callers
Phil Thomas, head of Hampshire County Council's Trading Standards said: "Anyone who is suspicious of a doorstep caller should use their door chain and ask for proof of identity.
"If still you're still suspicious, look up the organisation the caller claims to represent and ring the number in the phone book to verify if the caller is genuine.
"You can report any bogus callers to Hampshire County Council Trading Standards on 01962 833620 or the police on the number below."
