The strategy looks at Northern Ireland's current skills base, examines the skills needed to grow the Northern Ireland economy in the future and highlights areas for action.
Launching the strategy, Employment and Learning Minister, Sir Reg Empey said: "The skills and talents of the people in our workforce are vitally important to the future growth of the Northern Ireland economy. The recent downturn has taken its toll on Northern Ireland, both economically and socially. However, by committing to a continuous process of increasing our skills levels, we can, and indeed must, build a modern, knowledge-based workforce that will set ourselves apart from other regions and countries. Only then can we be positioned to make the most of the opportunities created as a result of the economic upturn.
"The reality is that the jobs in our labour market are changing. They rely more and more on people's knowledge and how they can ‘add value'. It is forecast that by 2020, as few as 10% of jobs will require no formal qualifications and as many as 52% will require qualifications at level 4 and above.
"The Skills Strategy for Northern Ireland outlines my Department's commitment to providing the opportunities for individuals to equip themselves with the skills needed by employers both now and in the future."
One of the key differences from the first strategy published in 2004, is the emphasis on the ‘up-skilling' of the existing workforce. With a large proportion of the 2020 workforce already past compulsory school age, the Department is committed to training organisations, colleges and universities working more closely with employers and those people who wish to increase their skills, while remaining in employment.
